中國政府已從法國開發(fā)署（“AFD”）申請了一筆貸款，用于支付法國開發(fā)署貸款（略）建設(shè)自然與文化遺產(chǎn)保護(hù)和合理利用示范工程項目的費(fèi)用，并計劃將其中的一部分貸款用于支付第三包：長坋溪生態(tài)修復(fù)與景觀提升工程合同項下的合格支出。（略）現(xiàn)邀請合格的且有資格的投標(biāo)人就下列工程遞交密封的投標(biāo)文件：本合同建設(shè)內(nèi)容為：（1）（略）修補(bǔ)；（2）長坋溪蜿蜒曲直恢復(fù)；（3）長坋溪綠化；（4）長坋溪沿岸綠色公共空間建設(shè)；（5）沿長坋溪建設(shè)口袋公園。（“本工程”）
上述工程的施工期為18個月。
本次招標(biāo)為國內(nèi)競爭性招標(biāo)，凡符合“法國開發(fā)署投資項目貸款借款人采購規(guī)則規(guī)定（2024年2月版）”第一章“通用框架”第1.3款“合格標(biāo)準(zhǔn)”的合格投標(biāo)人均可投標(biāo)。招標(biāo)人：（略）
1）具有建設(shè)行政主管部門頒（略）政公用工程施工總承包二級資質(zhì)；
2）具有建設(shè)行政主管部門頒發(fā)的有效的安全生產(chǎn)許可證。
（2）未履行合同記錄：根據(jù)完全解決的爭端或訴訟信息，投標(biāo)截止時間前5年內(nèi)投標(biāo)人沒有發(fā)生過未履行合同事件。完全解決的爭端或訴訟是指爭端或訴訟已根據(jù)有關(guān)合同的爭端解決機(jī)制得以解決，并且投標(biāo)人不再有任何上訴空間或者上訴機(jī)會。
（3）未決訴訟：所有未決訴訟總額不得超過投標(biāo)人凈資產(chǎn)的50%，所有未決的訴訟按照投標(biāo)人敗訴統(tǒng)計。
（4）申報環(huán)境-社會-衛(wèi)生-安全方面履約情況：申報過去5年（2019年1月至投標(biāo)截止時間）內(nèi)由于未遵守環(huán)境-社會-衛(wèi)生-安全方面的規(guī)定而被業(yè)主要求停工或終止合同或履約保證金被業(yè)主沒收的土建合同。
（5）歷史財務(wù)狀況：提交過去3年（2020年—2022年或2021年—2023年）經(jīng)審計的財務(wù)報表，以反映投標(biāo)人現(xiàn)在財務(wù)狀況的穩(wěn)定性及其長期的盈利性。最低要求，投標(biāo)人過去三年（2021年1月至投標(biāo)截止時間）每年的凈資產(chǎn)（按總資產(chǎn)與總負(fù)債之差計算）均應(yīng)為正值。
（6）年均施工營業(yè)額：根據(jù)過去3年（2021年1月至投標(biāo)截止時間）里在建工程或已完工程經(jīng)核實的已收到的付款額計算的最低年均施工營業(yè)額為人民幣5200萬元或其他等值貨幣。
（7）財務(wù)資源：投標(biāo)人的財務(wù)資源（如速動資產(chǎn)、授信額度和其它融資來源，但不包括合同預(yù)付款）必須能夠滿足：1)人民幣520萬元或其他等值貨幣的現(xiàn)金流要求，以及2)實施

本合同和其它在建項目所需的總現(xiàn)金流要求。
（8）一般經(jīng)驗：投標(biāo)截止時間前，至少有5年的作為承包商、分包商的經(jīng)驗。
（9）特殊經(jīng)驗：
1）在過去3年（2021年1月至投標(biāo)截止時間）里，作為承包商、或分包商，至少參與了2個合同的實施，并且每個合同金額不少于人民幣2500萬元或其他等值貨幣，其中至少有一個作為總承包商完成的外國政府貸款項目。這些合同應(yīng)該已經(jīng)完成或總體上完成（總體完成指至少80%的工程已經(jīng)完成），且與本合同的內(nèi)容相似（注：上文的“相似”定義包括：工程規(guī)模、復(fù)雜程度、施工方法或技術(shù)以及第七章所要求的其它特征）。
2）上述合同或上述（略）(1)條規(guī)定期限里投標(biāo)人實施的其它合同至少應(yīng)包括以下的一些關(guān)鍵工程：
①“市政給排水”；
②“濱水景觀公園”；
③“河道水利工程”等建設(shè)內(nèi)容。
（注：上述所提供的任一合同或兩個以上的合同的建設(shè)內(nèi)容組合，必須體現(xiàn)上述全部三項建設(shè)內(nèi)容）。
（10）本項目允許聯(lián)合體投標(biāo)，聯(lián)合體成員不得超過三家。
